Where a sump pump exists, where it discharges matters as much as whether it runs. A pump releasing water a few feet from the foundation returns it to the ground next to the house, where it re-enters the backfill zone and comes back to the sump.
The pump then cycles indefinitely, wearing out, while the foundation stays loaded with the same water going round.

The recirculation loop
A sump cycling frequently in dry weather is the diagnostic. If there has been no rain and the pump is still running, it is almost certainly pumping the same water repeatedly.
Burying the discharge and running it to a genuine outfall well away from the structure breaks the loop, and often reduces cycling dramatically within a single season.
Freezing is the failure mode that floods basements
A discharge line that freezes shut during a cold snap has nowhere to send water when a thaw arrives, and the pump runs against a blocked line. The result is a flooded basement with a working pump — which is why the termination detail matters as much as the run.
Lines are laid below the depth where they will hold standing water, with a termination that drains rather than retaining a plug of water at the outlet.

My sump pump runs constantly — is that normal?
Continuous cycling in dry weather usually means the discharge water is returning to the sump. Check where the line releases; if it is close to the foundation, the pump is recirculating. Burying the discharge and running it to a proper outfall frequently resolves it.
Can a sump discharge tie into the downspout line?
Only if the carrier is sized for the combined peak flow. A line sized for a single downspout that later takes sump discharge as well will back up during heavy rain — which is exactly when both are running.
How deep should a sump discharge line be buried?
Deep enough that it does not hold standing water that can freeze, and on consistent fall to an outfall that drains rather than retaining water at the outlet. The depth that achieves that depends on the fall available across the property.
