Can drainage work be done in winter?
Much of it can. Excavation is possible outside hard-frozen conditions, and winter is frequently when drainage problems are most visible. What winter affects is lawn restoration — seed will not establish in cold ground, so where a run crosses turf the restoration is usually staged for spring.

Winter and early spring are diagnostically useful. Saturated ground, frost heave and snowmelt reveal routing that a dry summer hides, and it is often the easiest time to see where water actually travels.
Hard-frozen ground does stop excavation, and prolonged deep frost makes trenching impractical until it releases.
Where restoration has to wait, we say so in the estimate rather than leaving it as a surprise, and the functional part of the system is completed and working through the winter.
